“He (Herbert Hoover) returned to an America that was in a confused, restive, and in some areas embittered state of mind. The descent from the heights of wartime dedication had begun. A sobering cynicism was the hangover from patriotic intoxications. Counsels of violence, intolerance, and social extremism were gaining ground. Having seen the results of similar moods in Europe, he was worried for his native land. The zeal for making the world safe for democracy was petering out in impatience to withdraw from the world altogether.”
